Former Landfill Site, Central Florida

Served as project manager for the completion of environmental due diligence activities at numerous potential Solar Photovoltaic (PV) candidate sites in Florida. One of the sites was an unpermitted former landfill site that was approximately 6 acres in size. PACSCON personnel were specifically responsible for the completion of Phase I and II Environmental Site Assessments, Historic/Cultural Resources Studies, and Wetlands and Endangered Species Studies at the site.

Multiple Candidate Sites, Central Florida

Served as project manager for the completion of environmental due diligence activities at numerous potential Solar PV candidate sites in Central Florida. The proposed Solar PV installations range in size from approximately 3 to 6 megawatts (MW), and the candidate sites ranged in acreage from approximately 30 to 150 acres. PACSCON personnel were specifically responsible for the completion of Phase I and II Environmental Site Assessments, Historic/Cultural Resources Studies, Wetlands and Endangered Species Studies, and Preliminary and Design-Level Geotechnical Investigation and Engineering services at the candidate sites.

Federal Correctional Complex, Coleman, FL

Served as project principal during the completion of certain geotechnical exploration and engineering services in support of a proposed ±1.2 MW Solar PV Ground Mount System at the FCC. Two alternative open areas of approximately 6 acres each were identified at the FCC by the Client as candidate locations for the Solar PV System. Both areas were investigated during the fieldwork activities to evaluate existing site soil conditions for the proper selection of the Solar PV System ground-mount structure and to provide professional opinions and recommendations regarding the development of the site for system installation. Numerous subsurface anomalies (potential sinkholes) were identified during an initial geophysical study completed at the site which necessitated modifying the exploration program on the fly and educating the Client regarding these changes and the potential associated risks. Even with the necessary changes, our work product was delivered on budget and ahead of schedule.

Florida Power & Light Company

Clean Energy Complex, Hendry County, FL

PACSCON personnel served as project principal for the completion of a comprehensive environmental land use study on a 4,804-acre tract of land that FPL was considering acquiring and developing as a new clean energy complex. Proposed generation at the facility consists of both a Combined Cycle Power Plant and a Solar PV system. The purpose of this study was to identify environmental issues/constraints, including Recognized Environmental Conditions (RECs) as defined in the ASTM E1527 Standard, related to the project site. Environmental items of interest assessed during this study included: wetlands, public/sensitive lands, flood zone, historic/cultural resources, zoning constraints, future land use, land development code or comprehensive plan, listed faunal species, potential contamination, current and historic RECs in connection with the subject property, and current and historic RECs in connection with adjacent properties. This study was completed in two phases. The first consisted of a desktop data analysis to evaluate the issues discussed above. The second project phase consisted of onsite aerial observation and reconnaissance to further evaluate the environmental issues identified during Phase 1 including conditions at the project site and the potential presence of RECs and/or sources of potential contamination.

Former MGP Site Remedial Investigation-Feasibility Study Program, NY

PACSCON personnel served as Principal Geologist and Field Operations Manager responsible for the coordination, supervision and management of all aspects of operations for an approximately $1.5 million per year program composed of six former Manufactured Gas Plant (MGP) sites. We served as primary client and regulator field contact and were responsible for the coordination and review of program-wide and site-specific schedules and summaries used to track all aspects of work plan compliance during the implementation of field operations activities. Of primary import was the responsibility for real-time interpretation of field generated data and closely coordinated client interface and support during discussions and/or negotiations with regulatory stakeholders.
