CES personnel provided services to the following projects:

NexLube, now PuraGlobe, is currently constructing a used oil re-refinery and blending plant with a total processing capacity of 28 million gallons per year on a 12-acre site situated in the Port of Tampa. PACSCON personnel have provided facility compliance consulting services to this client in support of the filing of their Used Oil Processing Permit with the State of Florida. Responsibilities have included developing and authoring necessary operating plans for the facility including: Stormwater Pollution Prevention/Best Management Practices Plan (SWPPP/BMP); Spill Prevention, Control, and Countermeasure Plan (SPCC); Facility Response Plan (FRP); Integrated Contingency Plan (ICP); and Facility Closure Plan (CP) and closure cost estimate related to the project site.

US Ecology operates a hazardous waste TSDF and a solid waste processing facility at their East Tampa location. PACSCON personnel served as project manager and a principal author of a consolidated Hazardous Waste (RCRA Part B) and Solid Waste Permit application adding a hazardous waste treatment unit at this facility. This application is the first of its kind in the State of Florida. PACSCON personnel have also managed numerous other engineering and environmental issues at the site including, but not limited to: the completion of necessary environmental resource permitting to support facility expansion activities; design and permitting of a land stabilization and drainage improvement project in the southwestern portion of the facility; design of a secondary containment basin capable of holding up to eight 53-foot trailers; ERP compliance analysis and sampling; and facilitation of a master planning process related to the reconfiguration and expansion of the facility. PACSCON is consulted by US Ecology on an on-call basis as issues arise at this or their other facilities throughout the Southeast United States.

This project consisted of the preparation and submittal of a non- Title V air permit application for a new concrete roof tile manufacturing plant. The application required a detailed analysis of process operations to evaluate and quantify emission sources. The application was prepared in an expedited timeframe to meet an aggressive construction schedule. This was accomplished by working closely with the FDEP on interpretation of regulations and details to reduce the review and approval period. FDEP technical requirements required calculating emissions without allowance for controls. This requirement would have resulted in the new facility being classified as Title V. The application of federally enforceable regulations as a permit requirement was successfully negotiated so control efficiencies could be considered. FDEP required a rule applicability review accompany the application.

PACSCON personnel were responsible for the operations, maintenance and monitoring (OM&M) of a $3 million corrective action project. Specifically, the long-term remedy selected for the site, as documented in the ROD, includes soil vapor extraction for the unsaturated contaminated soils and groundwater pump and treat with bioremediation for the groundwater. Responsibilities included the reduction and review of remediation system operations and performance data and development of system optimization strategies, including suggested upgrades, with the support of Professional and Technical project staff. Duties also included contract development, negotiation and execution including the review, approval and tracking of all project expenditures and deliverables, regulatory interface, and support of the site PRP group, as requested.

PACSCON personnel provided comprehensive environmental consulting and oversight services for a 70-acre park located along the Mohawk River. The park had served industrial users for over 150 years, including General Electric (GE) Locomotive Services handling Stipulation and Voluntary Cleanup Agreements with the New York State Department of Environmental Conservation (NYSDEC), and the provision of compliance, environmental monitoring, waste management, and remedial assessment, remedy selection, and engineering services.
